Turing runtime upgrade to version 287 is now a referendum. For this release, we are:

Removing sudo - this means that Turing Network is fully decentralized and the launch phases have been completed
Enabling dynamically automating any extrinsic on the Turing chain (aka “Dynamic Dispatch”)
Releasing many other technical features in prep for non-native automation fees

Turing Runtime upgrade 286 - external proposal 0x95a3fc

Most clients that need to connect to the Turing network are dependent on RPC nodes to interact with the network. Should the set of existing registered RPC endpoints be unavailable, many users will not be able to access the Turing chain.

This proposal is about covering the maintenance costs of running an RPC service for the community. The services is hosted in Sweden and will help to further decentralize the network.

- Our RPC node has been publicly available since June [this year](https://github.com/polkadot-js/apps/pull/7575#issue-1234950519). This proposal covers the cost for running the service in July, August, and September.
